Dr. Earl Pence has approximately 25 years of professional experience in
the areas of strategic planning, organizational design and development,
human resource planning, process improvement, organizational change, performance
measurement and management, and leadership development.
Douglas Rachford, Principal
Dr. Douglas Rachford has 30 years of professional experience in designing,
managing and evaluating projects focused on organizational change, organizational
development, human resource planning, program evaluation, leadership systems,
human resource information systems, training, training planning and performance
enhancement. For the past 12 years he has worked for several Government
agencies by serving on a number of task forces and programs focused on
strategic and human resource planning, and process reengineering.

to focusing on planning, performance measurement and effective leadership.
Cathy has spent the last several years helping federal agencies achieve organizational

training and process improvement.
Brian Shaw, Program Manager
Brian Shaw has nearly 20 years of professional and management experience. In many of his positions, he has helped lead organizations through change by leveraging technology and reducing redundancy to realize cost savings while increasing performance and improving service. Mr. Shaw also has an extensive background in program/ project management, budgeting, and financial management and analysis, as well as facilities and staff management. While at QED, he has applied his analytic and program management capabilities in helping Federal Government executives address issues such as aviation safety and safety management systems, organizational restructuring and technology investments. In these engagements, he has demonstrated the ability to effectively lead diverse teams through design and development efforts resulting in supportable and implementable solutions.
Lisa Cuebas Shaw, Program Manager
Lisa Cuebas Shaw has over 19 years of experience as a management consultant.
As a consultant, Lisa has helped major private and public sector clients
solve important business issues, primarily in the areas of human resource
management and organizational change. Lisa has an extensive background
in change management, training, curriculum design and development, competency
development and assessment, communications and systems implementation.
Donald Smith, Program Manager
Dr. Donald Smith has more than 20 years of experience conducting, managing
and evaluating projects focused on improving the effectiveness of individuals
and organizations. His areas of expertise include program evaluation,
management and leadership development, instructional design and development,
organizational assessment, problem solving and thinking skills, experimental
design and the analysis of quantitative and qualitative data.
Debra Derman, Senior Consultant
Debra Derman has over 15 years of diverse professional experience in management consulting, project management and health care management. Most recently, she has worked with the Federal Government in various planning efforts from strategic planning to research management planning, and has successfully facilitated cross-functional and multi-agency teams through development, implementation and process improvement projects.
Sue King, Senior Consultant
Sue King has more than 17 years of experience in designing and developing
marketing, training and communications materials. Sue has lead teams
producing technical training packages and user documentation, multimedia
marketing materials and extensive web-based communication tools. She
has managed teams of web editors, designers, content producers and programmers
developing and maintaining large web sites with dynamic content. Her specialty
is creating engaging content that quickly communicates key messages in
practical and cost effective ways.

non-profit organizations. As a consultant, Ms. Koehle provides management support, project management,
organizational development and program development.
Joshua Lynch, Controller
Joshua Lynch has more than a decade of accounting and financial management experience. He has worked extensively with small businesses; and owned and operated an accounting services company catering to small businesses. At QED, he manages the administrative, human resources and finance/accounting departments. He is instrumental in providing the information and services necessary to assist QED management in the attainment of company strategic and tactical objectives allowing QED to perform optimally for its clients.
Kristin Stadum, Senior Consultant
Ms. Stadum has over 15 years of communication, technology and financial experience with both public and private organizations. As a consultant, Ms. Stadum provides management support to clients in the analysis of quantitative and qualitative data, project management, communication and training. Her specialty lies in problem solving, analyzing, simplifying and communicating complex issues, suggesting solutions and providing the technical know-how to get the job done.

Ann has over 16 years of diverse professional experience in the areas of project management, program analysis, organizational process improvement, implementation and integration, group facilitation, coordination across complex organizations, data analysis, editing and development of training and communications materials with some graphic design. Ann is a veteran of the United States Army, in which she served four years as a German linguist and military intelligence professional. Throughout her career, she has developed excellent organizational, problem solving and conflict resolution skills and the ability to lead diverse teams to successful project completion.
Vicki Wolfington, Senior Consultant
Ms. Wolfington has over 10 years of management consulting experience including project management, data analysis, training and training administration, requirement assessment, and project management for both internal and external clients. As a consultant, Ms. Wolfington has focused on learning management systems, continuous process improvement, change management, and knowledge sharing.
