Dr. Douglas Rachford has 25 years of professional experience in designing, managing, and evaluating projects focused on organizational change, organizational development, human resource planning, program evaluation, leadership systems, human resource information systems, training, training planning, and performance enhancement. For the past 12 years he has worked for several Government agencies by serving on a number of task forces and programs focused on strategic and human resource planning, and process reengineering.
